Since it's been a week since it was first proposed, it seems that we are all
in agreement to set aside HEAD and use .16.003 as the new HEAD for development
for .18

The one think that I don't think has been totally decided is whether we add
new features (and specifically what new features) before releasing .18

The same for 1.0

Any input people?
