[Phpgroupware-developers] New ACL in HEAD

I have addet ACL2 in phpgwapi and an ui in preferences
supports rights/mask -> result per group/user per location.
supports grants per group.
User-settings overrides Groups-settings.
Supports inheritance of rights in a hierarchy of locations
One can choose whether a location should be subject to granting by setting 
'allow_grant' in phpgw_acl_location.

To test: check out and install the app hrm - which also holds a local 
implementation.
If someone feels (strongly) that preferences is not the right app to hold the 
ui - it is very easy to move it.
