I've installed phpgroupware into htdocs dir of my 
apache installation on Linux 7.2.  The whole dir 
subtree is owned by nobody, which is the web server's 
user.  When I run setup/manageheaders.php, and I fill 
in the fields, no matter what button I hit at the 
bottom, it always returns the same page.  And it 
constantly tells me that the file has yet to be 
created.  When I "touch" an empty header.inc.php file 
in the phpgroupware root dir, that doesn't work 
either.  Any ideas?
