This is a followup of the request ID 101768.




The header of the html pages should contain a charset 
value depending on the langage configured for the 
session.




This implies to add a column in the langs table and 
change the code to use this new column.




Skwashd has the new table that I wrote, we just have to 
put it in head code (so, let's call this a reminder :)
