I think the administrator should have the ability to
restrict the users permissions to create accounts
and to use filters.
Some of the filters features could be used to
spam other users.
Also, for sites that use phpgw for an intranet (like
mine), there should be the possibility to let user
change their email preferences but not their
server.
And the admin should select which users/groups
can have extra accounts (and how many)
