Summary:  WebDAV file download not functional

Original Submission:  When using a properly configured and tested WebDAV 
installation for file storage: when a file is downloaded it fails. 

When initiating the transfer, File size is not sent to the browser, this may be 
the source of failure. 

This error causes Safari browser to fail, and Mozilla based browsers to receive 
16k of data and fail.

please see the patch I posted about that problem #2308 and #2309. These are not 
heavily tested, but could solve this problem.

need feedback to enhance them
