Details:

The headlines system seems to assume that the XML file containing the data
for the feed will be in a subpath of the Base URL -- that is, the Base URL
should be a link to the full HTML version of the news in the feed.  This
isn't necessarily the case -- the RSS feed might be stored in a different
directory tree or might be accessible via a completely different URL
entirely.  For example, some sites use a third-party site like FeedBurner
(http://www.feedburner.com/) to publish their news as RSS.
