* fix bugs in user mode due to attempt to move the tcg_region_init()

  softmmu and user mode. Unfortunately it needs to remain deferred              
                                                            
  for user mode, as it needs to be done after prologue init and                 
                                                            
  after the GUEST_BASE has been set.
