CONFIG_LINUX_USER implies CONFIG_USER_ONLY, right?

Maybe long-term this can become:

#if defined(CONFIG_LINUX_USER)
#elif defined(...BSD...)
#endif

(maybe worth to fix if the pullreq isn't processed,
else not a big deal).
