[PULL 06/31] softmmu/physmem: Silence GCC 10 maybe-uninitialized error

When building with GCC 10.2 configured with --extra-cflags=-Os, we get:

function [-Werror=maybe-uninitialized]

Initialize 'notifier' to silence the warning.
