That sounds pretty thorough.  I think it qualifies for A9.
We don't have to interpret A9 as "makes it impossible
to have a file of code in the repo without a license notice,
even for a minute."

1. How is  checking each individual file
different from what you actually do?
I seem to be missing something.

2. Why not check each commit when it is committed?

3. It may be desirable to make some exceptions to the checking.
Experience would suggest them.
