It puts a LICENSE file that contains the entire text of the license you chose in the repo. It applies to everything in that repo, unless stated otherwise.

It discourages "no license" but does not forbid it.
It does not discourage GPL N only -- on the contrary, it offers such
options.
Here's another pertinent question.
Suppose you make a repo A and choose GPL 3-or-later for it.
Suppose you make a repo B and choose GPL 3-only for it.
What dies it put in the repo to indicate which choice you made?
Stating the same question differently, how does the repo say
whether the choice was GPL 3-only or GPL 3-or-later?
