I've gone through these again and don't have any comments on the
proposed changes. If we're all in agreement, I think Bill (or I) can
go ahead and make the changes on GNU.org.

I don't have any comments on these proposals right now, other than
that I think it's worth creating these mailing lists if they don't
already exist, so we can start thinking about criteria.
