Log message:
        Forbid html for short description AND group name.
        
        Theoretically, it was forbidden from the start. As a matter of fact,
        this restriction have never been implemented (yes, I check the
        revision 1.1 of the file).
        
        But nobody before today tried to fool the system to see is group name
        in bold and blue on the savannah front page, in latest approved
        project. Since nothing was explicit about the group name, we cannot
        complain about it - however, it seems to be a pretty bad attitude in
        my very personal opinion.
