Follow-up Comment #1:
Ouch! The problem was that the bzr web interface loggerhead has been
getting attacked/abused and it filled up /tmp, /var/tmp, and /var/log
completely! This rather broke everything.
I cleaned up the "spuge" that was left behind by bzr loggerhead which
freed up the disk space. Then rebooted the system. It seems happy
now.
The system hosting bzr is shared with hg and svn so all three were
affected.
