Hello!
This is about (again) installing the cia bot (for an introduction see
<http://cia.navi.cx/doc>) on our main irc channel.

It's the Hurd project (as you might have guessed until now ;-), irc
channel #hurd on freenode, Savannah project `hurd'. There is already /
still a cia bot joined in the #hurd-commits channel, but it is completely
dysfunctional and I have no idea who installed there and when and how it
was configured. So, I vote for simply removing it from there.
I'm mostly unavailable during this week, however Olaf Buddenhagen (named
`antrik' on freenode) and / or other people from the `#hurd' channel
might be interested in helping you to configure and test this thing.
