ibmtts and 64 bit platforms

Luke,

This sounds like a good idea.  From what I understand the sd_ibmtts
module is also linked against 32 bit versions of the audio libraries
from speech dispatcher so these may have to be built as 32 bit also and
placed in a different dir.
