freature request for ibmtts module

Hi Steve,
I will not install it on my new machines and can understand your position
but don't forget many many other use it and requesting support on
several mailinglists.
changing the module to load the nonfree part at runtime and shipping the
eci.h (bsd license) with sd will reduce these user problems on many
places.
With this change the distributiors can ship ibmtts in their default
speechd package :-).
