This is correct.
The code for dotconf is hosted on github at
http://www.github.com/williamh/dotconf, and currently since I do not
have a way to put tarballs on github, you can get the tarball from the
gentoo linux mirrors,
http://distfiles.gentoo.org/distfiles/dotconf-1.3.tar.gz.
