Get synthesis_voice support

Hey all,

A quick patch to get the current synthesis_voice name. This exposes an
issue where on startup speech-dispatcher doesn't have any SPDVoice at
startup, but has one after the synthesis_voice has been set. I
consider that a separate issue so will add setting that in another
patch.
