If we want this, I can extend a script I had to write this year.
git blame and git annotate alone won't get you anywhere, I really
want "git name-authors" or something like that.

Personally I'd also give more context to the tags itself (if possible, can't
remember right now), or think about a more generic approach what to add in 
addition
to a name.

In SPDX 2.1 spec you have this:

which as spdx does, serves a different purpose than doxygen.
given how spdx is used, it might have more weight at least
from those who analyze these files.
