Overall, a merchant test setup might use something like:
$ taler-exchange-offline \
download \
sign \
enable-account payto://iban/$IBAN \
wire-fee iban now EUR:0.05 EUR:0.10 \
enable-auditor $PUB_KEY $REST_URL "$AUDITOR_NAME" \
upload
The 'enable-auditor' line is optional, if the wallet/merchant
are manually configured to trust the exchange for the respective
currency. As given above, the command needs to be run 'online',
for a 'secure' use, details are (or should be...) in the exchange manual...
