converter_initialize_sv to get_converter_perl_info.c.  Remove obsolete 
converter_initialize from get_converter_perl_info.c.
     new 14e3ad2eb1 * NEWS: remove items that were in 7.1.1
     new a6bd6d6fff * doc/texinfo.texi (HTML Xref Configuration): Add text 
explaining necessity of htmlxref.cnf.        Mention possibility of local 
htmlxref.cnf.
