But this is OK. ange-ftp (that's what we are speaking about) does a
kind of caching. When you create a new directory on your remote host,
outside of ange-ftp, it cannot know this. If you are in the dired
buffer of the parent directory of our new directory, you shall apply
"M-x revert-buffer" (or type "g"). Then your new directory will be
known to ange-ftp.

But I don't understand why you create a new directory this way. The
command dired-create-directory does it also for remote hosts. When you
are in the corresponding parent directory, just hit "+" ...
