Allow "ssh" to always call "scp"

Is there any way to alias
/ssh:example.net: to do
/scp:example.net:

For those of us who will never remember to use "scp" but indeed want
that to be seen as what we have invoked.

(We have been using "ssh" for years and it is too ingrained in our heads.)
