Does the auto save directory work?

I need to disable auto-save to make tramp really work smoothly. So I added

(setq tramp-auto-save-directory "~/emacs/tramp-autosave")

However, I never saw anything created in that file. Its “stat” shows that its modification and change time never changed.

How to properly disable auto-save?
