I'm not sure what GNU Arch supports or doesn't support (the docs are - 
like they sadly are usually with GNU projects - quite scattered and 
incomplete AFAICT), but from what I've seen, GNU Arch might be easy to 
learn (haven't tried' but it is certainly a huge step from CVS/SVN to 
GNU Arch because the CLI is completely different.

I would say that any CVS user should be able to use SVN quite easily and 
vice versa. However, the differences between SVN/CVS and GNU Arch are so 
big that you would probably need to start from the beginning.
