Has any thought of using "standard" URL type CVSROOT.  For ext access, you 
would have:

        cvse://address@hidden/usr/local/cvsroot
        
For pserver:

        cvsp://address@hidden/usr/local/cvsroot
        
For local:

        cvs:///usr/local/cvsroot
