The problem may be caused by having a too old version of the Perl module CGI.pm, but the test script should catch that. However, this problem has also been reported by people with the unofficial, experimental version 3.01 of CGI.pm on their systems.
I suggest you make sure that you have the latest version 2.x of CGI.pm, currently 2.78. The homepage of CGI.pm is at http://stein.cshl.org/WWW/CGI/ and you can also find it in the CPAN archive at http://www.cpan.org
