You can just remove the "CC these pople" field from the HTML form in the 
gnatsweb.pl script. You need to know a bit of HTML and a little bit of 
Perl, but it should be very easy.

If you want to add new classes to your GNATS setup, you need to edit the 
"classes" file which is found in the gnats-adm subdirectory of the gnats-db 
directory. This file is unfortunately not documented in version 3 of GNATS 
(as far as I know).
