GNATS 3.2 is VERY old, and should not be used by anyone. The release was very buggy and hardly usable. The GNATS 3.1xx series are the newest release versions, the latest being 3.113.1.
GNATS 4 is at a late alpha stage, and I would suggest you have a look by following the CVS checkout instructions at http://sources.redhat.com/gnats/. For production servers we still recommend sticking with 3.113.1 for the time being.
