We are behind a firewall (router) and have a proxy server set up. This
is the same box as the internal web server. The gnatsweb.pl file is in
the cgi-bin directory of this proxy server/web server.

Further to my experience with Netscape: the "login again" button leads
me to the login page whereas the "LOGIN AGAIN" link beneath the top bar
leads me to the main page. This is not the case with Opera which behaves
as expected, i.e. displays the login page in both cases.

First, there is a known problem with the "login again" button in the navigation bar in version 2.9.0. This only shows up in some web browsers. The fix is easy and will be included in 2.9.1 if that is ever released (focus is on 4.0 right now).

Now, the caching problem. My guess is that the web server isn't including a correct Last-Modified header when sending the Gnatsweb pages to your browser. Apache version 1.3.4 very old, and I consider it likely that the problem is there. However, if internal web pages are also being proxied, the proxy server would also be a natural suspect. But I would start with upgrading the web server, if that is an option for you.
