Before you really plunge into that work, perhaps it would be useful to
see whether just changing the minor version number (as opposed to
replacing the entire version.el) will do the trick.

Hmm.. if you build with Motif, but without Motif scroll bars, where do
the scroll bars come from?  Athena?
