It's possible; see lisp/cus-start.el.

But that's not what I meant to say: I meant to say that, since this
variable is defined in C, you can't have in its doc string a hyperlink
to Lisp file where it is defined.  Hyperlinks to definitions in C
files, for both functions and variables, are not yet supported.  You
can try C-h f for any bult-in function or C-h v for any bult-in
variable: all of them lack hyperlinks to the source files.
