configured using `configure --with-msvc (12.00)'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Running with no .emacs file (-q) M-x network-connection generates the
following message when trying to connect to a port where a server is
listening:

Symbol's value as variable is void: network-connection-service-abbrev-alist

Interestingly, if you try to connect to a port where there's not a
server listening, the expected error message comes back:

connection failed: connection refused, krypton, Network Connection [krypton
23]
