That's a feature.  If you don't like it, customize the variable
minibuffer-prompt-properties and turn on the `Inviolable' option.

(This is in NEWS, btw.)

Not really a nice thing to say, IMHO.  Someone labored on that
feature, as well as on your ability to turn it off, you know.
