bug#9185: 24.0.50; "C-s M-p" does not bring the tip of the search ring

I don't think that the inconsistency of the current behavior is
a serious problem.  There are already plenty of other inconsistencies
between the isearch behavior is typical minibuffer prompts, so it's not
like resolving this would make it all consistent.
