PSPP-BUG: [bug #39648] saving as .por doesn work from the GUI

Follow-up Comment #4, bug #39648 (project pspp):

The two widgets serve different purposes.

One determines the suffix of the files which are displayed in the file
chooser.  The other determines the format in which to save the dataset.

Of course, normally one will correspond to the other. It would be somewhat
strange if someone decided to save a file in sav format to a file called x.por
  But personally I don't like software where the user is prevented from doing
something which the developers disapprove.
