Please look at the facts before saying "maybe" here and "should"
there.
gettextize doesn't create these files, and the macros that gettextize
installs use the 3 args form of AC_DEFINE exclusively.

It was required in older versions of gettext, at times when AC_DEFINE
took only 2 arguments. Since then, the gettext documentation says that
acconfig.h is not needed any more for gettext's purposes.
