Without expat:

This version was built without expat.

Shouldn't this last one be SKIP as well?
With expat:

My sh is pdksh. bash is 2.05b with the official patches.
Also, if there is ever a version 0.13.1 before 0.14, the tarball names
will not sort properly. For future versions, it would be nice to see
0.14.0 instead of 0.14, etc.
