Apparently there are different styles being used in Germany. So, you
learned to write
12345,67
whereas I learned (in Germany as well) to use a space [1] as thousands
separator:
12 345,67
and other people [2] want a dot:
12.345,67
and even other people [3] want an apostrophe:
12'345,67
The glibc locale for Germany uses a dot; so let's just assume this is the
mainstream style.
