I remember that in Belarusian language, there is a "traditional" and a
"modern" variant, and it affects at least the writing / spelling.

Is your change valid for both of these variants?

Or may someone from the other camp say that a different formula is valid?

Here, the question is not whether KOI8-U _can_ handle Belarusian, but whether
it is a significant practice to do so. The statement in front of this paragraph
is:
    "In the GNU system, the following encodings are frequently used for
     the corresponding languages."

I get the impression that Belarusian users use KOI8-RU, not KOI8-U.
Likewise from <http://www.linux.com/learn/docs/ldp/445-Belarusian-HOWTO>.
And KOI8-RU is different from KOI8-U, see

Do you have evidence that many Belarusian users use KOI8-U encoded files?
