The question here is recommendations for all GNU packages, in
standards.texi. So I'm not concerned about the special case of
Emacs, just about the general case.
Normally the user simply compiles the files in question, and adds one
line to configure.in.
Which are "the files in question"? What is that line added to
configure.in?
