FYI - I did as you suggested and during the install process as directed by "INSTALL", I ran configure, then make but make immediately re-ran configure.  The Makefile that configure produces shouldn't cause it to re-run configure, should it?

We are in process of next release zebra-0.94.  In the meanwhile Please
use CVS for the latest code.

Please use CVS version instead.  RedHat version has many problems.
