FW: Problem with zebra -d

I'm forwarding this on to you guys because the "info" pages don't explain this 
error or how to get zebra [quagga] going.  Is the current version of Quagga 
doing something different that my zebra 0.93?

I hope I have the correct list.  I'm having a problem with Quagga that I don't 
see on an earlier release of zebra [0.93]. 

When attempting to launch zebra, I'm getting: 

2003/10/30 11:20:43 ZEBRA: netlink-cmd sendto failed: Connection refused
2003/10/30 11:20:43 ZEBRA: netlink-cmd sendto failed: Connection refused

Can anyone assist?
