In 0.5.1, no more users type.
Only Normal, Operator and Master exists.

either add 2 paramters for user-privileges to the
"glus_send_to_all_users"
or just change the (I think not needed) user-flag to
use the privilege-flag instead...
maybe useful to send messages to a group of users
only(e.g. OP's)
maybe it's even possible to remove the extra-flag and
include it inside the usual privilege flag. This may
makes some things lots easier to handle.

unregged user 0
regged user 1
vip user 2
op-user 4
op-bot 8
g 16
Master-user 32
Master-bot 64
G 128
...I just don't now where to sort the F type user in where
it's not used anymore inside gvar.h
