Each user needs his/her own instance of gpbs running, so you cannot
start it from a general startup script, like /etc/init.d/GNUstep.sh.
Instead, put a line in ~/.xinitrc or ~/.xsession or put it in the system
wide Xsession file, eg. /usr/X11R6/lib/X11/xdm/Xsession, as this one
will be executed for each user.
If you start X11 "by hand" (/usr/X11/bin/startx) you could also put it
in, eg. /usr/X11R6/lib/X11/xinit/xinitrc.
