    Sure....write your congress critters about it.

That is often not the most effective thing to do.
If 100 people send letters to congressmen, 100 congressmen
may get 1 letter each.  A clever strategist might think
of a better choice of where to send them.

    I wonder if there's some agency building from which the
    "diplomats" or whatsits who do these negotiations are
    dispatched?  Or who makes the policy itself?

The State Department usually tells diplomats what to do.  But if they
are trade negotiators, it might be the US Trade Representative.
It would be useful to find out precisely who they are in this case.

    Then the question is how to "go large" with it.  Maybe pitch
    the folks on the Hill who are pushing the various "fair use"
    bills right now to make statements in support of a demo? 

It might be a good idea to talk with Boucher's staff about this.
