[Auth]ETA for lib-all perl modules?

Does anyone know what the ETA (quarter and year) is for a perl
module I can stick near the beginning of a CGI or an apache module
I can refer to with a .htaccess file to use the liberty-alliance
system?

Or is liberty-alliance higher-level than that, and that system that
I will be nice and not talk about here and now :) would plug into
it as some kind of defined role, an "authority source" or something
