The English word "list" may be confusing here.

Although WRAPPER-FORM is not an argument list can we use a keyword
&rest? i.e. "WRAPPER-FORM looks like (WRAPPER-HOOK &rest ARGS), where
ARGS are the arguments passed to each function in WRAPPER-HOOK."
